Rhian Moore is the Head of Programs at CAPE, where she oversees the organization’s flagship initiatives that champion Asian and Pacific Islander diversity in entertainment. She spearheads industry-recognized programs including the CAPE New Writers Fellowship, a launchpad for emerging TV writers, and the CAPE Leaders Fellowship, an incubator that empowers mid-level creative executives.

Rhian has played a central role in designing and launching targeted initiatives that address longstanding industry gaps for API creatives. These high-touch, impact-focused programs include the CAPE Showrunners Incubator, CAPE Animation Directors Accelerator, CAPE Emerging Executives Committee, and filmmaker grants such as the Julia S. Gouw Short Film Challenge in partnership with Janet Yang Productions and most recently the CAPE x TAAF Rising Filmmakers Finishing Fund. She also led CAPE’s first global program expansion through the launch of the Beyond Japan -Filmmaker- Program, a partnership with the Japan External Trade Organization

A second-generation Burmese American from the San Gabriel Valley, Rhian holds a BA in Music from Pomona College, where she wrote her thesis on Burmese music in diaspora. A Fulbright Award recipient, she was based in Ipoh, Malaysia in 2019, where she secured a U.S. Embassy grant to develop and implement a statewide music education initiative for secondary schools.

Before joining CAPE, Rhian worked at grassroots nonprofit organizations to drive civic engagement efforts around the 2020 Census and Election, with a focus on mobilizing Asian American communities in Orange County and the Bay Area.
